A student from Bihar may think that Income Tax Inspector means Patna posting. A student from Uttar Pradesh may keep Auditor high because someone said audit offices exist in every state. Another candidate selects ASO only after hearing “you will always stay in Delhi,” while MEA is ranked first only because foreign-posting reels look attractive.

These assumptions mix four separate decisions: the post you prefer, the department allotted by SSC, the cadre or zone allotted by the department, and the exact office or station decided after nomination. This SSC CGL posting and transfer guide separates all four.

Can an SSC CGL candidate choose the posting city?

Under the normal option process, candidates submit post and department preferences. They do not receive a guaranteed city-selection option. A user department may later collect State, Zone, Region, Circle or office preferences, but allotment still depends on merit, vacancy, category, cadre rules and administrative need.

Home-state preference is not the same as home-state guarantee.

The SSC CGL 2026 notice was published on 21 May 2026. It provides the examination, preference and allocation framework, while the concerned user department handles later State, Zone and office placement.

FRTA, FIX and FLOAT Do Not Select Your Home City

The new sliding framework creates a First Round of Tentative Allocation. During identity verification, FIX means accepting the tentatively allotted post as final with no upgrade. FLOAT means willingness to be considered once for a higher post preference if a vacancy becomes available. It is a post or department allocation mechanism, not a home-state, city or transfer option.

Location Terms Students Should Understand

Cadre

A managed group of posts and employees under a service or cadre-controlling authority.

Zone

A large territorial administrative unit that can cover one or several States and UTs.

Region

A departmental geographical division containing offices or subordinate units.

Circle

A territorial structure used prominently by the Department of Posts, with regions and divisions below it.

Commissionerate

A tax or customs administrative unit under a zone, often containing several formations or stations.

Headquarters Posting

Work at a ministry, board, directorate or principal administrative office.

Field Posting

Work involving inspection, investigation, surveys, operations, public dealing or field offices.

The same word can work differently across departments. A postal circle, a CBDT region and a CBIC zone are not interchangeable structures.

Official CSS cadre information confirms that DoPT manages recruitment, posting, transfer and rotation among ministries and departments. This supports “Delhi or HQ concentrated,” not “always one Delhi office.”

Foreign-Posting Possibility: ASO in MEA

ASO in the Ministry of External Affairs is part of the IFS(B) support structure. MEA has headquarters divisions in India and Indian missions or posts abroad. Official MEA training material for IFS(B) staff covers mission accounts, consular work, visas, protocol and working of missions and posts.

Reality Foreign service is a possibility, not an immediate country-selection promise. CBIC works through GST and Central Excise zones, customs zones, commissionerates, ports, airports and preventive formations. Examiner and Preventive Officer location patterns are influenced by customs formations, while Central Excise or CGST work follows zonal and commissionerate structures.

A current public policy guaranteeing inter-region or inter-zone transfer after one fixed number of years could not be located for every CGL grade. Actual movement can depend on the applicable cadre policy, vacancy, seniority, tenure and administrative decision.

Nationwide Field

CBI SI, NIA SI, NCB SI or JIO and AEO

These are not home-district cadres. Headquarters and branch, zonal or operational offices can be in metros, State capitals and other strategic locations. NIA's official directory, for example, lists branches across many States, while NCB operates through headquarters, regional and zonal offices.

Low Predictability

Why Strong Rank Does Not Fix the City

A strong score may help obtain the preferred post. It cannot create a vacancy in the preferred branch or prevent an organisation from staffing another office. Field and operational requirements make home posting less predictable than the post title suggests.

A current comprehensive public transfer policy for every direct-recruit CGL grade in these organisations could not be located. Internal policies and administrative orders may govern actual transfers.

CAG: AAO, Auditor, Accountant and Divisional Accountant

CAG maintains State Audit Offices and State Accounts and Entitlement Offices across India. The CGL notice specifically says AAO or Assistant Accounts Officer allocation can consider vacancy, merit and State or UT preference. That improves transparency but does not guarantee the preferred city.

CGDA Auditor and Defence Accounts Posts

Defence Accounts field offices are structured around Army commands, areas and defence establishments. Official CGDA information shows offices near command headquarters and across several service formations, so a defence station, cantonment or major command location may be relevant.

CAG, CGDA and CGA are different systems. Do not treat every “Auditor” or “Accountant” vacancy as one common transfer cadre. Audit work may also include tours and inspections outside the desk office.

Postal Circle and Communication Posts

The Department of Posts operates through Circles, Regions, Divisions, sorting units and functional offices. Postal Assistant, Sorting Assistant and Inspector Posts can therefore have urban, district, divisional, mail office or circle-office locations. India Post's official organisation pages show the circle and regional system.

A home-circle preference, where collected, remains vacancy and rule dependent. Intra-circle movement and inter-circle transfer are different matters. Recruitment through CGL should not be described as a guarantee of the preferred circle until the current departmental allocation instructions say so.

JSO and Statistical Investigator work can connect with headquarters, data divisions, regional offices, sub-regional offices and survey field operations. MoSPI's current organisational material confirms that Field Operations Division has regional and sub-regional offices responsible for survey fieldwork.

An analytical designation does not necessarily mean permanent desk work. Data collection, supervision, touring and regional placement can be part of the actual assignment.

Other Ministries, Assistants, UDC or SSA and Residual Posts

The current notice includes broad labels such as Assistant or ASO in other ministries and Senior Secretariat Assistant or UDC in central offices. These cannot be given one common location rule. An office in Delhi, a regional directorate, a tribunal bench, a defence establishment and a subordinate office can all behave differently.

First identify the exact organisation and cadre. When a current public transfer policy cannot be located, state that actual transfers may depend on internal rules and administrative requirements.

What Improves or Reduces the Chance of Home Posting?

Factors That May Improve the Chance

  • The department has several offices in your State.
  • A vacancy exists in the relevant region, circle, zone or cadre.
  • The department formally collects location preference.
  • Your merit and category position support that allocation.
  • An applicable policy supports the request.
  • An intra-zone or intra-circle vacancy becomes available later.

Factors That Reduce the Chance

  • The department has little or no presence in the home State.
  • No vacancy exists in the preferred unit.
  • The post has nationwide operational requirements.
  • You are allotted a different cadre or zone.
  • Minimum tenure or sensitive-post rotation applies.
  • Inter-zone or inter-cadre transfer is restricted.
  • Administrative requirement conflicts with the request.

Rank can improve access to a preferred post or allocation where merit is used. Rank alone cannot create a vacant seat in your preferred city.

Rank, Preference and Vacancy: Four Examples

Example 1: High rank, no home-region vacancy The candidate gets the preferred department but another region because no relevant vacancy exists at home. This is an illustration; department allocation rules remain final.

First Posting

This usually follows selection, nomination, document verification, training, cadre or zone allocation and the department's first placement order.

Later Transfer

This is movement after joining under a transfer, rotation, request, tenure, deputation or administrative framework.

Depending on the department, separate routes may exist for intra-city, intra-region, inter-region, inter-zone, inter-circle, sensitive-post rotation, deputation, mutual transfer or request transfer. Do not assume that every route exists in every cadre.

Transfer Grounds: Consideration Is Not Approval

Spouse Ground

Government instructions encourage co-location where possible and posts are available. Cadre and administrative limitations can still matter.

Medical Ground

A request normally needs prescribed medical evidence and approval from the competent authority. It does not create an automatic city right.

Disability Ground

DoPT instructions ask authorities to strive to post spouses at the same station, and the guidance covers several combinations involving Central Services, State Government and public-sector employment. Availability of a suitable post and administrative feasibility remain central.

  • Two Central Government employees can request co-location under applicable instructions.
  • Where exact co-location is not possible, a nearby station may be examined if the relevant offices exist.
  • Marriage after joining can support a fresh request but does not erase cadre rules.
  • A spouse in a private company does not create the same Central Government posting framework.
