Budget is one of those Economy topics where the chapter looks small, but the terms start mixing very quickly. Revenue receipt, capital receipt, revenue expenditure, fiscal deficit and primary deficit may look similar when you are revising them together.
Budget questions become much easier when you stop learning every term separately. First look at whether money is coming to the government or going out. After that, check whether it creates a liability, reduces an asset, creates an asset or is simply part of regular government activity.
For example, borrowing brings money to the government, but it also creates a liability. That is why it is a capital receipt. Salary also involves government spending, but it does not normally create a capital asset, so it is treated as revenue expenditure.
